1.3.1 Info and Relationships

Structure must exist in the code, not only in the visual design.

What this means in practice

A heading is a heading because it uses h1–h6, not because it looks big and bold. Lists need ul or ol, tables need th with scope, form fields need labels. Structure made only with CSS is invisible to screen readers.
